Plumbing plan review
DLI reviews plans for proposed plumbing projects to ensure compliance with the Minnesota Plumbing Code (Minnesota Rules, Chapter 4714). This applies to plans for modifications to existing plumbing systems as well as to plumbing plans for new construction. The review is required for all facilities that serve the public or that serve a considerable number of persons. Items reviewed include all interior plumbing, building sewer and water service lines within the property boundary, and storm water drainage systems. Plans must be designed and signed by either an engineer licensed in Minnesota, or by a licensed master plumber. For cities with a population of less than 5,000 people, a licensed restricted master plumber may also design and sign the plans.

Manufactured structures plan review
DLI regulates manufactured housing (mobile homes) and prefabricated buildings. It also reviews plans and specifications of prefabricated buildings for compliance with the State Building Code to include building, plumbing, mechanical, electrical and energy. The section maintains installation seal requirements for installers of manufactured homes. It periodically inspects manufacturers of housing and prefabricated buildings for compliance with applicable, approved, quality-control procedures and the State Building Code.
Building plan review
This section provides for the review and evaluation of construction documents and site inspections to ensure conformance with requirements of the state building code for buildings paid for by the state or a state agency, public school district buildings, and buildings which are licensed by other state agencies such as health care facilities or correctional facilities. The buildings are reviewed for compliance with the provisions of the Minnesota State Building Code.
